v4.2.1: bump packaging recipes and docs to 4.2.1
Version fields, changelogs (rpm/deb/openSUSE), and download references
across README/INSTALL/DISTRIBUTION/gui-README bumped to 4.2.1 for the
info-label point release. GUI stays 1.3.0. No code change here.
